EUR/SGD to 1.4172 while the S$NEER slope holds
EUR/SGD base case is 1.4172 into the December ECB decision while MAS holds the S$NEER slope. A reference print above 1.4395 breaks the call.

Euro / Singapore dollar (EUR/SGD) reaches 1.4172 by December 17, 2026 in the base case, 1.4460 in the bull case and 1.4061 in the bear case. Half of the 0.0221 fall between the September 30 reference rate of 1.4503 and the October 30 rate of 1.4282 comes off that latest European Central Bank (ECB) fix and rounds from 1.41715, while the Monetary Authority of Singapore (MAS) keeps the Singapore dollar nominal effective exchange rate (S$NEER) on the appreciating slope described on October 14.
Key Levels:
• Asset: EUR/SGD at 1.4282 — ECB reference rate, October 30, 2026
• Base case target: 1.4172 by December 17, 2026 — half of the 0.0221 decline from 1.4503 on September 30, subtracted from 1.4282 and rounded to four decimals
• Bull case target: 1.4460 — October 1 reference rate, if December 17 raises the deposit facility rate
• Bear case target: 1.4061 — the full 0.0221 decline subtracted again from 1.4282
• Major support: 1.4265 — October 29 reference rate, low of the August 3 to October 30 window
• Major resistance: 1.4395 — October 16 reference rate, high since the October 14 MAS decision
• Invalidation level: a reference print above 1.4395 through December 17, 2026
How the 65-fix reference-rate model is built
Prices come from the ECB euro reference rate for the Singapore dollar, the daily and 90-day files checked against the ECB chart. The window is 65 fixes, from 1.4783 on August 3, 2026 to 1.4282 on October 30, 2026. The daily file opened on November 1 still carried that October 30 cube, so 1.4282 is the spot. The unit of distance is the 0.0221 decline from September 30 to October 30, the month of both policy reviews. August 31 to September 30 was larger, 1.4758 to 1.4503, or 0.0255.
What the ECB fixes and the two October decisions show
The euro against the Singapore dollar, quoted as EUR/SGD, states how many Singapore dollars one euro buys on the ECB daily reference rate. The latest fix, for October 30, 2026, is 1.4282, which is 0.0221 below the September 30 fix of 1.4503, a decline of 1.52%, with the window low at 1.4265 on October 29 and the window high at 1.4860 on August 20. October opened at 1.4460, and the high since the October 14 decision, when the fix was 1.4359, is 1.4395 on October 16. The base-case figure of 1.4172 equals half of that latest monthly decline, 0.01105, taken off 1.4282 and rounded to four decimals from 1.41715. The horizon is December 17, 2026, the second day of the next ECB monetary-policy meeting, when the Governing Council decides and the president holds the press conference.

The October 29 decision kept the deposit facility at 2.50%, main refinancing at 2.65% and marginal lending at 2.90%. Compensation per employee "grew by 3.3 per cent in the second quarter, down from 3.6 per cent in the first quarter." The same hold is the hinge in the CAC 40 note on the deposit-rate hold and the BEL 20 call on the ECB rate path.
"the Governing Council unanimously decided that we were well positioned enough at this stage to hold, and that a measured approach, at this point in time, remained appropriate."
— Christine Lagarde, President, European Central Bank (ECB press conference, October 29, 2026)
Why an appreciating S$NEER slope still pulls EUR/SGD lower
MAS steers the S$NEER by slope, width and centre. The October 14 statement said July had increased the rate of appreciation very slightly and that October would maintain it, with width and centre left where they stood. The basket had strengthened modestly inside the upper half of the band, and the band will "allow the S$NEER to continue to strengthen and lean against the anticipated near-term rise in imported inflation".
A lower EUR/SGD in the base case joins that slope to the ECB hold. MAS on October 14 kept the appreciating path and placed the basket in the upper half, with core inflation at 2.1% in July to August against 1.5% in the second quarter, a 2026 core forecast of 1.5–2.0%, and third-quarter GDP at 5.4% year on year on the Ministry of Energy, Trade and Industry advance estimates the statement cites. The ECB on October 29 held the deposit facility at 2.50% after debating a hike, with inflation at 3.8% and energy inflation at 18.9% in September. Half the 0.0221 drop from 1.4503 to 1.4282, rounded, is 1.4172 by December 17, 2026 on the ECB calendar. A hike that day, or a fix above 1.4395, is the bull case at 1.4460, the same kind of unchanged-spread test used in the EUR/DKK analysis of an unchanged policy spread.
"Monetary policy should be appropriately restrictive in the initial stages of the boom, while demand effects dominate. It may then turn more accommodative as productivity gains demonstrably take hold, and the “stars” shift."
— Edward S. Robinson, Deputy Managing Director (Economic Policy) and Chief Economist, Monetary Authority of Singapore (MAS speech, October 20, 2026)
A footnote to the speech records calibrated tightenings in April and July, and the next MAS statement is due on or before January 29, 2027.
What the measured-move model misses
The rule uses one month of ECB fixes and the two policy texts. MAS steers a basket and publishes slope, width and centre in words, with the euro weight unpublished, so EUR/SGD can rise while the basket appreciates if the euro outruns the other currencies in it. Using the 0.0255 August-to-September decline as the unit, instead of October's 0.0221, would have set a lower target from the same spot. On October 29 President Lagarde told the Governing Council and European Council President António Costa that she would step down on February 7, 2027, as the October 30 Governing Council decisions record, and a transition premium before December 17 would move the euro for a reason the distance rule leaves out.
What would invalidate the base case
The path to 1.4172 breaks if any one of these four signals prints.
- An ECB reference print above 1.4395. That October 16 high, if exceeded through December 17, 2026, ends the sequence of lower highs and leaves 1.4460 as the live path.
- A deposit facility rate above the current 2.50% on December 17, 2026. Lagarde said the Council debated a hike and chose a measured hold, so a higher rate that day reprices the euro leg.
- October MAS Core Inflation at or under 1.5% on November 23, 2026. Core inflation was 2.1% in July to August, against 1.5% in the second quarter, and a print at or under the earlier average would weaken the case for the slope.
- Third-quarter compensation per employee above 3.6%. Lagarde put the second-quarter pace at 3.3% after 3.6% in the first quarter, and a faster print would favour 1.4460 over 1.4172.
What to watch through the December decision
MAS publishes the October S$NEER index on November 2, 2026, October foreign reserves on November 6 and October consumer prices on November 23. The Governing Council meets on November 25 outside the rate-setting cycle, and the rate decision and press conference fall on December 17, with the December Survey of Professional Forecasters due on or before December 16. Release dates are on the MAS advance release calendar, and the fixes are on the ECB Singapore-dollar series.
TL;DR
EUR/SGD reaches 1.4172 by December 17, 2026 in the base case, 1.4460 if the deposit facility rate rises, and 1.4061 if the September-to-October decline repeats. The ECB reference rate was 1.4282 on October 30, 2026, down 0.0221, or 1.52%, from 1.4503 on September 30, after MAS maintained the appreciating S$NEER slope and the ECB held the deposit facility at 2.50%. The call breaks on a fix above 1.4395, a December 17 hike, October core inflation at or under 1.5%, or third-quarter pay growth above 3.6%.
FAQ
What is the base-case target for EUR/SGD, and how is it calculated?
The base case is 1.4172 on December 17, 2026. The ECB reference rate moved from 1.4503 on September 30 to 1.4282 on October 30, a gap of 0.0221. Half of that gap is 0.01105, and subtracting it from 1.4282 gives 1.41715, which rounds to 1.4172. The bull case of 1.4460 is the October 1 fix, and the bear case of 1.4061 subtracts the whole 0.0221 from that October 30 rate.
What did MAS decide about the Singapore dollar in October?
On October 14, 2026 MAS maintained the rate of appreciation of the S$NEER band and left the width and the centre where they stood, after a very slight increase in July. The S$NEER had strengthened inside the upper half of the band. Core inflation was 2.1% in July to August, from 1.5% in the second quarter, with a 2026 forecast of 1.5–2.0%. October prices are due on November 23.
What did the ECB decide on October 29, and when is the next rate decision?
The Governing Council left the deposit facility at 2.50%, main refinancing at 2.65% and marginal lending at 2.90%. President Lagarde said the Council debated a hike and unanimously chose a measured hold, with inflation at 3.8% in September, from 3.2% in August, and energy price inflation at 18.9%, from 14.3%. The next decision and press conference are on December 17, 2026, the horizon for the 1.4172 base case, after a first meeting day on December 16.
Which level invalidates the base case, and which releases come first?
A reference print above 1.4395, the October 16 high since the MAS decision, ends the base case. So do a deposit facility rate above 2.50% on December 17, October core inflation at or under 1.5% on November 23, and third-quarter compensation per employee above 3.6%. MAS publishes the October S$NEER index on November 2. Support on the reference file is the October 29 low of 1.4265.
