EUR/RON reaches 5.3400 by November 12, 2026 in the base case, 5.3600 in the bull case and 5.3156 in the bear case. The base case is a settling of the National Bank of Romania’s euro reference inside the band opened in early October, not a fresh high and not a return to the late-September fixing.

The euro reference was 5.3272 on October 19, 2026, after 5.3527 on October 6 and 5.2785 on September 30, taken from the Bank’s own year file. The Board meets on November 12, 2026 to take the policy decision and to approve the Inflation Report. This note uses only those published fixings. The four observations that would retire a 5.3400 base are set out below.

Key Levels:

• EUR/RON: 5.3272 — National Bank of Romania euro reference, October 19, 2026
• Base case target: 5.3400 by November 12, 2026 — 0.0128 above the latest reference
• Bull case target: 5.3600 — only if the October 6 reference of 5.3527 gives way
• Bear case target: 5.3156 — midpoint of 5.2785 (September 30) and 5.3527 (October 6)
• Major support: 5.2785 — September 30, 2026, last fixing before the October 2 jump to 5.3447
• Major resistance: 5.3527 — October 6, 2026, the high from September 1 through October 19
• Invalidation level: a reference above 5.3527 before November 12, 2026

How this EUR/RON reading was built

The spot is the National Bank of Romania euro reference for October 19, 2026, at 5.3272. No later reference had been posted. History is the 2026 year file from September 1. The XML methodology page says the rates are average quotations from licensed banks and are not compulsory for deals. The latest rates file is the spot source.

Policy rates come from the October 8, 2026 decision and the European Central Bank (ECB) decision of September 10, 2026. The horizon is November 12, 2026 on the meetings calendar. The ECB calendar prints a Governing Council meeting on October 28 and October 29, 2026, with the press conference on the second day.

Where the October fixings actually sit

The euro against the Romanian leu (EUR/RON) is the National Bank of Romania’s daily price of one euro in lei. The Bank builds it from average quotations of licensed banks and updates the file shortly after 13:00 on banking days. On October 19, 2026 the reference was 5.3272. On October 6 it was 5.3527, the high in the 2026 file from September 1 through October 19. On September 30 it was 5.2785, and on October 2 it was 5.3447, up 0.0670 from 5.2777 the day before. September 30 to October 19 is a rise of 0.0487. October 6 to October 19 is a fall of 0.0255. A base of 5.3400 by November 12 sits 0.0128 above the latest fixing and 0.0127 below the October 6 fixing. The bear level, 5.3156, is the midpoint of 5.2785 and 5.3527. The bull level, 5.3600, applies only if 5.3527 gives way.

Annual inflation fell to 6.17 per cent in August from 10.42 per cent in June, and adjusted CORE2 was 6.2 per cent. The October 8 decision still sees inflation rising into year-end and names the leu’s exchange rate as one reason.

Why 5.3400 fits the November 12 meeting

On October 8 the Board kept the policy rate at 6.50 per cent, the lending facility at 7.50 per cent and the deposit facility at 5.50 per cent, and it named November 12, 2026 as the next meeting.

On September 10, 2026 the European Central Bank raised the deposit facility, the main refinancing rate and the marginal lending facility by 25 basis points, to 2.50, 2.65 and 2.90 per cent with effect from September 16. Staff projections in that decision put average headline inflation at 3.0 per cent in 2026, 2.5 per cent in 2027 and 2.1 per cent in 2028. Romania’s policy rate of 6.50 per cent minus the ECB deposit rate of 2.50 per cent is 4.00 percentage points, or 400 basis points. The two deposit facilities, 5.50 per cent and 2.50 per cent, differ by 3.00 percentage points. Neither figure is a market forward. Both leave the leu with a wide nominal premium while August inflation, at 6.17 per cent, is still above Romania’s 2.5 per cent target band and above the ECB’s 2026 projection. That width is why the base case is a small step inside the new band, not a return to 5.2785.

The path that fits is a reference near 5.3400, above 5.3272 and below 5.3527. The EUR/SEK note into the November 11 Riksbank date and the EUR/AUD call into the November 3 Reserve Bank of Australia decision use the same rule: one named meeting, one published spot.

"Beyond the scheduled events, we are monitoring political developments in Romania, where the new government appears highly likely to win a confidence vote. This should help stabilise EUR/RON after its decline late last week, and we expect the pair to settle around 5.340."

— Frantisek Taborsky, EMEA FX and FI Strategist, ING (ING Think, FX Daily)

His 5.340 is 5.3400 on the reference. The vote is his judgement. The base case borrows the level only.

What a three-week horizon cannot see

ING’s October 2026 FX Talking, on the EUR/RON page signed by Valentin Tataru, Chief Economist for Romania, shows 5.35 at one month and 5.45 at 12 months, from a spot of 5.3383. The longer figure is not this call.

Foreign-exchange reserves were EUR 60,060 million on September 30, 2026, against EUR 64,865 million on August 31. The September reserves release shows outflows of EUR 8,107 million, about EUR 2,684 million of that in public-debt service, so the fall of EUR 4,805 million is not a clean intervention print. The next release is dated November 2, 2026.

"The IMF’s external balance assessments also suggest that the currency may be materially overvalued, although these estimates are subject to considerable uncertainty."

— Valentin Tataru, Chief Economist, Romania, ING (ING Think)

A crawl from 5.3272 to 5.3400 would not close that overvaluation in the International Monetary Fund assessment. The bull case of 5.3600 is the depreciation branch inside this horizon.

What would invalidate this call

The base case to 5.3400 on November 12 breaks if any one of these four observations prints.

  • Any euro reference above 5.3527 before November 12, 2026. That October 6 high gives way, and 5.3600 becomes the branch that matters.
  • Any euro reference at or below 5.3156 before November 12, 2026. More than half of the jump from 5.2785 to 5.3527 has been reversed.
  • The November 12 Board moves the policy rate off 6.50 per cent. The October 8 corridor, 5.50 to 7.50, was left unchanged. A change retires the premium used here.
  • The ECB moves the deposit facility off 2.50 per cent on October 29, 2026. That is the second day of the Governing Council meeting on the ECB calendar, and it moves the 400-basis-point gap.

A headline that never reaches the reference does not retire the call.

What to watch before November 12

October 29, 2026 is the ECB press conference on the second day of the Governing Council meeting, and the test is whether the deposit facility stays at 2.50 per cent. A change that day moves the 400-basis-point gap. Minutes of the October 8 meeting were due at 15:00 on October 20, 2026. The EUR/USD term-premium note is context, not the leu fixing. The forex desk files other pair calls the same way. November 2 is the reserves release. November 12 is the Board and the Inflation Report. Fixings between 5.3156 and 5.3527, finishing near 5.3400, are still the base case.

TL;DR

EUR/RON reaches 5.3400 by November 12, 2026 in the base case, 5.3600 if the October 6 high gives way, and 5.3156 if half the jump from September 30 is reversed. The National Bank of Romania fixed the euro at 5.3272 on October 19, 2026, down from 5.3527 on October 6, with the policy rate last kept at 6.50 per cent. The call fails on a reference above 5.3527, a reference at or below 5.3156, a November 12 move off 6.50 per cent, or an ECB change to the 2.50 per cent deposit rate on October 29.

FAQ

What is the National Bank of Romania’s EUR/RON reference?

It is the Bank’s daily price of one euro in lei, from average quotations of licensed banks, updated shortly after 13:00 on banking days. The rates are not compulsory for deals or accounting. The record opened here is October 19, 2026, with the euro at 5.3272. That figure is the spot. It is a reference, not a dealing price for the public.

Why does the call run to November 12, 2026?

November 12, 2026 is on the meetings calendar as the Board’s monetary-policy meeting, with approval of the November 2026 Inflation Report. The October 8 decision names the same date as the next meeting. The horizon is that meeting, not a quarter-end. Minutes of the October 8 discussion were scheduled for October 20 at 15:00. They explain the last decision. They are not this call’s date.

How wide is the policy-rate gap with the ECB?

Romania’s policy rate is 6.50 per cent, with a deposit facility at 5.50 per cent and lending at 7.50 per cent, kept on October 8, 2026. The ECB deposit facility is 2.50 per cent from September 16, alongside main refinancing at 2.65 per cent. The gap between 6.50 and 2.50 is 4.00 percentage points, or 400 basis points. That subtraction of two published rates is not a forecast of the fixing.

What print would retire the 5.3400 base?

Any one of four prints is enough. A euro reference above 5.3527 shifts the call to the 5.3600 branch. A reference at or below 5.3156 hits the bear branch. A November 12 move in the policy rate off 6.50 per cent changes the corridor used here. An ECB change to the 2.50 per cent deposit rate on October 29 changes the other leg. A headline that never reaches the fixing does not count.
