Euro versus offshore yuan (EUR/CNH) reaches 7.65 by February 4, 2027 in the base case, 7.80 in the bull case and 7.42 in the bear case. The base case rests on the People's Bank of China (PBOC) raising the foreign-exchange reserve requirement ratio by 2 percentage points to 6% from November 15, 2026, while the European Central Bank (ECB) holds the deposit facility at 2.50%. Xe showed the cross at 7.4984 at 07:34 UTC on November 5, 2026.

Key Levels:

• EUR/CNH: 7.4984 — Xe mid-market rate, November 5, 2026, 07:34 UTC
• Base case target: 7.65 by February 4, 2027 — under the 90-day Xe average of 7.6597
• Bull case target: 7.80 if the deposit facility rate rises on December 17, 2026
• Bear case target: 7.42 if the CFETS RMB index extends past 103.77
• Major support: 7.4162 — Xe 30-day and 90-day low
• Major resistance: 7.5424 — Xe 30-day high
• Invalidation level: weekly close below 7.40 — under 7.4162 and the October 29 ECB reference of 7.4144

How the 7.65 path was measured

The spot is the Xe mid-market print at 07:34 UTC on November 5, 2026. Onshore figures come from the State Administration of Foreign Exchange (SAFE) board for November 4 and November 5 and from the China Foreign Exchange Trade System (CFETS) fixings the PBOC authorises. Xinhua's November 5 release matches that board. The October 29 decision and the Governing Council calendar set December 17, 2026 and February 4, 2027. The Hong Kong Monetary Authority (HKMA) release of October 23 covers offshore liquidity, and Yicai Global on November 3 covers the reserve ratio, the CFETS RMB index and the Bank for International Settlements (BIS) basket. The window is September 1, 2026 through November 5, 2026.

Where the cross sits after the October slide

EUR/CNH is the number of offshore yuan, the renminbi that trades in Hong Kong, required to buy one euro. On November 5, 2026 the Xe mid-market rate showed 7.4984 at 07:34 UTC, while the CFETS euro central parity on the SAFE board stood at 7.5243, so the onshore fixing sat 0.0259 above the offshore print. Over the prior 30 days Xe recorded a low of 7.4162, a high of 7.5424 and an average of 7.4818, leaving the latest print 0.0166 above that monthly average. The 90-day average was 7.6597, inside a range of 7.4162 to 7.8601. The ECB daily yuan reference averaged 7.4883 across 22 October sessions and 7.7242 across 22 September sessions, a drop of 0.2359, with the sample low at 7.4144 on October 29 and a rebound to 7.5177 on November 4.

SAFE shows the euro parity rising 0.0200, from 7.5043 to 7.5243, while the dollar parity moved 0.0024, from 6.7180 to 6.7156. The euro column moved about eight times as far. Xinhua's November 5 release matches both SAFE figures.

Why the reserve ratio and the ECB hold point to 7.65

The foreign-exchange reserve requirement ratio is the share of foreign-currency deposits that Chinese banks place at the People's Bank of China. Xinhua reported on November 3, 2026 that the ratio will rise by 2 percentage points to 6% from November 15, to strengthen management of foreign-exchange liquidity. Yicai Global reported the same day that the prior setting was 4%, that the last cut ran from 6% to 4% in September 2023, and that the new rise aims at easing pressure from yuan appreciation. A higher ratio locks more foreign currency at the central bank and leaves banks a smaller pool to sell for yuan. For EUR/CNH, a slower yuan climb means more offshore yuan per euro, so 7.65 sits 0.1516 above the Xe spot of 7.4984 and 0.0097 under the 90-day average of 7.6597.

On October 29, 2026 the Governing Council left the deposit facility at 2.50%, the main refinancing rate at 2.65% and the marginal lending rate at 2.90%. September inflation was 3.8% and energy-price inflation was 18.9%. The same hold is the hinge in the BEL 20 case built on an ECB hold.

"If you combine these two factors – actually, the Governing Council debated whether a hike was appropriate – but, on the basis of the uncertainty that accumulates and that rises as well, on the basis of underlying inflation that has broadly remained unchanged, the Governing Council unanimously decided that we were well positioned enough at this stage to hold, and that a measured approach, at this point in time, remained appropriate."

— Christine Lagarde, President, European Central Bank (ECB press conference, October 29, 2026)

Lagarde said average 10-year sovereign yields had risen by around 35 basis points since the September projections. On October 23, 2026 the HKMA named 12 banks as Primary Liquidity Providers from October 27 and lifted the renminbi repo facility from RMB20 billion to RMB22 billion. That pool is the one in the Hong Kong dollar convertibility-band case, and a basket-slope cousin is the S$NEER slope case.

Where a reserve-ratio model runs thin

The official statement gives the ratio and the effective date, and it omits a currency amount, so the scale of the brake is the 2 percentage point step Yicai described. The September 2023 cut, from 6% to 4%, shows the ratio leaning against a trend while the balance of payments still sets the trend.

"We buy, and we like it."

"There's no way back in our view."

— Julio Callegari, chief investment officer for Asia fixed income, JPMorgan Asset Management (Livemint, citing Bloomberg, October 30, 2026)

Livemint reported that Callegari said the yuan may appreciate at least 10% over the long run in real effective exchange-rate terms. Yicai put the CFETS RMB index at 103.77 on October 30, a four-and-a-half-year high, with the BIS basket at 111.57, which is the path that would carry the cross towards 7.42.

What would invalidate the path to 7.65

The base case to 7.65 breaks if any one of these four signals prints:

  • CFETS euro central parity below 7.4500 in the week of December 14, 2026. That print would sit near the October 29 ECB trough of 7.4144.
  • A deposit facility rate below 2.50% on December 17, 2026. The base case uses 2.50% as the floor under the euro leg.
  • A weekly EUR/CNH close below 7.40. That close sits under the Xe low of 7.4162 and under the October 29 ECB reference of 7.4144.
  • A CFETS RMB index close above 105.00. October 30 was 103.77, and a close through 105 would overrun the 7.65 path.

The dates and prints that come next

November 15, 2026 is when the 6% reserve ratio takes effect. Fixings above the November 4 euro parity of 7.5043 fit the base case, and a slide towards 7.4500 fits the first invalidation signal. December 17, 2026 decides whether the deposit rate stays at 2.50% or moves higher, the gap between 7.65 and 7.80. February 4, 2027 is the horizon and the next press conference on the Governing Council calendar, judged on the Xe convention used for the 7.4984 spot. Ahead of that, 7.5424 is resistance and 7.4162 is the 30-day and 90-day low. An index extension through 105 sits on that same list.

TL;DR

EUR/CNH reaches 7.65 by February 4, 2027 in the base case, 7.80 if the ECB hikes on December 17, 2026, and 7.42 if the yuan basket climb resumes. Xe showed 7.4984 at 07:34 UTC on November 5, 2026. The PBOC lifts the foreign-exchange reserve requirement ratio to 6% on November 15, after the CFETS RMB index hit 103.77 on October 30, Yicai Global reported. The ECB held the deposit rate at 2.50% on October 29. A weekly close below 7.40 breaks the base case.

FAQ

What is EUR/CNH, and where is the rate set?

EUR/CNH is the price of one euro in offshore yuan that clears in Hong Kong, separate from the onshore CFETS market. On November 5, 2026 Xe showed 7.4984 and SAFE showed a euro parity of 7.5243, a gap of 0.0259. On October 23, 2026 the HKMA raised the renminbi repo line from RMB20 billion to RMB22 billion.

Why does the foreign-exchange reserve ratio matter for this cross?

The ratio is the share of foreign-currency deposits banks place at the PBOC. Xinhua reported on November 3, 2026 that it rises by 2 percentage points to 6% on November 15, from the 4% setting Yicai Global reported. Banks then hold less foreign currency to sell for yuan. The 7.65 base case is 0.1516 above the November 5 Xe spot.

What did the ECB decide, and how does that feed the euro leg?

On October 29, 2026 the Governing Council left the deposit facility at 2.50%, main refinancing at 2.65% and marginal lending at 2.90%. September inflation was 3.8% and energy-price inflation was 18.9%. Christine Lagarde said the Council debated a hike and then held. A deposit rate at 2.50% or higher is the euro-side condition for 7.65, with the next press conferences on December 17, 2026 and February 4, 2027.

Which level ends the base case, and what do the other targets mean?

A weekly close below 7.40 ends the base case, under the Xe low of 7.4162 and under the ECB reference of 7.4144 on October 29, 2026. The bear case of 7.42 retests that neighbourhood. The bull case of 7.80 needs December 17 to lift the deposit facility above 2.50%. Until then, 7.65 is the central path.

How far is 7.65 from the averages already printed?

Xe put the November 5 spot at 7.4984, 0.0166 above the 30-day average of 7.4818 and 0.1613 below the 90-day average of 7.6597. The base target of 7.65 sits 0.0097 under that 90-day average. October ECB fixings averaged 7.4883 and September averaged 7.7242. November 4 printed 7.5177, 0.1033 above the October 29 low of 7.4144.
