UAE SCA Introduces Finfluencer License To Regulate Digital Financial Content

The Securities and Commodities Authority of the United Arab Emirates has announced the launch of the region’s first Finfluencer license, setting a new regulatory benchmark for digital financial content.

The license aims to bring investment-related commentary on social and digital platforms under formal supervision, reinforcing investor protection and market transparency.

Through this initiative, the SCA aspires to elevate global benchmarks of market integrity, foster transparency, and nurture a disciplined and trustworthy financial environment. The SCA positions itself as enablers of transformative change, adopting forward-thinking regulatory models that evolve with the fast-paced dynamics of the financial and investment landscape.”

The SCA’s initiative applies to individuals providing financial or investment recommendations related to regulated products or services within the UAE, regardless of whether they operate on social media, traditional broadcast channels, public forums, or private seminars. It formalizes the status of content creators offering financial guidance by requiring them to register and comply with specific regulatory standards.

In a bid to encourage early adoption and reduce entry barriers, the SCA has waived registration, renewal, and legal consultation fees for the Finfluencer license for a period of three years. This incentive is part of a broader regulatory package designed to support innovation and reduce government bureaucracy, aligning with national priorities around digital transformation and capital market development.

Finfluencers will be responsible for complying with the same regulatory expectations as traditional financial advisors, including content accuracy, avoidance of market manipulation, and protection against misleading statements. Their content may include investment analyses, opinions on the performance or valuation of financial assets, and promotional materials, whether disseminated via written, video, or in-person communication channels.

The SCA’s framework defines a finfluencer as any individual offering investment or financial recommendations through public-facing channels that influence the buying, selling, or holding of financial products or virtual assets in the UAE. The definition covers a broad range of media activity, including blogging, live discussions, podcasts, webinars, and other forms of digital engagement.

This initiative is part of the SCA’s long-term strategic vision to strengthen the UAE’s position as a competitive financial hub. By addressing the increasing influence of unregulated digital voices in financial decision-making, the SCA seeks to align with international regulatory practices and advance financial literacy within a fast-evolving ecosystem.

The Finfluencer license marks a first in the region and signals a shift in how financial content is governed. The SCA aims to institutionalize accountability while preserving space for innovation in financial communication.
