Summer Mersinger steps down at the Blockchain Association

Summer Mersinger is leaving the Blockchain Association on a dated handover, not into an empty chair. On September 25, 2026 the association said its chief executive steps down on October 16, stays an adviser through the end of the year, and on October 17 gives the executive seat to Kristin Smith, already president of the board. The notice does not say Smith will drop that board role, and the Solana Policy Institute says she will not drop hers there either.

A stalled market-structure bill is the obvious motive, and the documents do not offer it. They bring back the founder who was the association’s first employee in 2018 and its chief executive until 2025, and they keep Summer Mersinger as an adviser “to ensure a smooth transition”, in the wording of the association’s own post. The Block, timestamped 3:48 p.m. EDT on September 25, 2026, matches the October dates. The @BlockchainAssn post that afternoon names Smith as board president and interim chief executive “beginning on October 17”.

Emily Wilson, communications director at the Solana Policy Institute, told The Block that Smith’s role there is not changing. “Come Oct. 17, she will take on the additional role at BA as interim CEO to guide the organization to its next chapter,” Wilson said. The association’s team page still lists Summer Mersinger as chief executive, with Lindsay Fraser as chief policy officer and Ashok Pinto as executive vice president of legal and government relations. Fraser was previously senior U.S. policy lead at Uniswap Labs. The release and The Block name no member-firm statement.

Separately, the Commodity Futures Trading Commission (CFTC) has registered Coinbase Clearing for collateralised futures, a step reported on this desk on October 4, 2026. A perpetuals suit involving CME is already before the commission, as this desk has covered.

“Blockchain Association has been part of my life since the day it had a staff of one, and coming back to lead it is personal for me,” said Kristin Smith, the board president. Summer Mersinger, the outgoing chief executive, named no next job. She said: “Kristin built this Association from the ground up, and BA is in good hands. I'll be cheering them on.”

Mersinger joined in June 2025 after a term as a CFTC commissioner. Former President Joe Biden nominated her to a Republican seat, she was sworn in in March 2022, and the team page says the Senate confirmed her unanimously and that she was chief of staff to Senator John Thune. The notice calls her a trusted adviser to Senate Majority Leader John Thune. The association says she led advocacy through the GENIUS Act, which President Trump signed in July 2025 as the first federal framework for payment stablecoins. She then led a defence of that law against bank lobbying. The Block adds the Clarity Act, which passed the House last year but has stalled in the Senate and is unlikely to become law this year. The notice does not tie the exit to that stall.

On process the release is concrete. It says that in 2026 the association held more than 300 meetings with congressional and agency staff and led seven member fly-ins on Capitol Hill, and that Mersinger testified to the Senate Banking Committee, the House Financial Services Committee and a House Ways and Means subcommittee. A February 2026 petition asked the CFTC to regulate perpetual contracts on digital assets as futures. In May the commission approved Kalshi’s Bitcoin (BTC) perpetual contract as a futures contract, which the association calls the first perpetual futures approved for trading in the United States. A memorandum between the Securities and Exchange Commission (SEC) and the CFTC on dual registrants does not clear those meetings. Smith’s first day in the interim seat is October 17. The adviser brief runs through the end of the year, and the notice never defines it. No permanent-chief date is in the September 25, 2026 materials. The Block already calls the market-structure bill unlikely this year, so the test of the three titles is not a surprise floor vote. It is whether one person can hold the board presidency, the interim chief executive role and the Solana Policy Institute presidency while that payments law is defended against bank lobbying and the CFTC settles what a perpetual contract is.
